I disagree. My parents are actually fond of one another and they barely have any time with each other. And they are less busy than they would be if either of them were the emperor. The logistics of maintaining power and administering territory and empire take time away from one's lover. It would also be quite annoying to deal with people trying to kill said lover in order to take their place.
I would prefer to have a position where my loved one was safe. Or at least where if they were in danger it was consciously chosen and due to something that would bring them joy.
