It sounds to me like Echo is some kind of extraplanar being or deity, to have the kind of power that they've been demonstrated to have, in bringing us all here. Whether that means they actually have the power to do what they say they're going to do, and destroy multiple universes that haven't proven themselves "worthy" by whatever standards Echo has presented... Well, I think that remains to be seen.
