In the way our world is built of chemicals and compounds, and the structure of those bonds make up different materials that we can rework and restructure using devices or our own chemicals on a microscopic level. Mages do pretty much that, but exclusively with their own minds and bodies. A normal person can't. But really what's going on is that for a mage, they're just inherently in tune with the language of magic, so for them, manipulation of those materials is instinctual and the language is a byproduct rather than a requirement to do what they do. For someone without that instinct- like us- the language is integral, because magic still has "rules" it follows and can be brought forth with, as long as it has an appropriate container for magic to be channeled through and the right words.
So when I say it can do anything, I mean if you could tear apart molecules and rearrange them in any order you wanted- that would really entail anything.
