There are a few ways to interact with CHIRPER:

Characters receive a notification to please fill out the form, which is fully optional. There is a character requirement of two characters per answer field. This is to discourage leaving the spaces blank.
When forms are not filled out, they can be filled out by the companion bots of Etraya!
Other characters can be prompted to fill out their friends' profiles for them. This includes the Q&A section!
Alternatively, they choose not to fill out the form, and it remains unfilled! These unfilled profiles will not be posted live.
Characters either like or dislike others CHIRPER profiles. These responses are private between the characters involved.

For those who do post a top level, CHIRPER toplevels are worth five extra points regardless of if they are put up willingly by the character themselves. These five extra points do apply to the 25 maximum per month.

What can't you do is a more apt question. It can defy the laws of physics, space, time, anything.

Mind giving a brief summary for someone with no background?

Of magic? Well, brief is maybe a challenge, but...

In the way our world is built of chemicals and compounds, and the structure of those bonds make up different materials that we can rework and restructure using devices or our own chemicals on a microscopic level. Mages do pretty much that, but exclusively with their own minds and bodies. A normal person can't. But really what's going on is that for a mage, they're just inherently in tune with the language of magic, so for them, manipulation of those materials is instinctual and the language is a byproduct rather than a requirement to do what they do. For someone without that instinct- like us- the language is integral, because magic still has "rules" it follows and can be brought forth with, as long as it has an appropriate container for magic to be channeled through and the right words.

So when I say it can do anything, I mean if you could tear apart molecules and rearrange them in any order you wanted- that would really entail anything.

How was that for brief?

Brief enough given the subject matter. So there's some people who can use magic intrinsically and others that can't naturally?

Correct. It's unknown how many mages or magic users there are in the world, but they're very common in some places, and entirely scarce or banned in others.

Why banned?

Most people are afraid of what they don't understand. Easier to ban it and pretend you feel safe.

Seems like it could be dangerous in the wrong hands.

[ That can be said about many things, but this seems like abuse could do a lot of damage very quickly. ]

Which is why there's checks in place to balance people who wield pencils. Does anyone check magic?

I'm just asking a question about where you're from.

I don't know, if I'm honest. The culture of mages is a mystery to me. They keep to themselves, they war with each other, and sometimes there's collateral, but there hasn't been any major wars in hundreds of years.

So the people who can do anything with reality are entirely self governed and start wars with each other?

I'm assuming. I'm not a mage, so I don't have insight into how it all works. Maybe there's a system in place.

Sounds like inviting trouble. I can see why some people would want to ban it.

What we don't know puts us at a disadvantage. Fearing something means we'll never understand it, and can never work toward using it for ourselves.

Sounds a little like an arms race.

Part of Piltover's ethos is that we don't seek war. But it's naive to think we shouldn't make sure we can defend ourselves from our warring neighbors.

What's the makeup of Runeterra? You said there hasn't been war for a while.

Should have specified- there hasn't been any mage wars for a while. Noxus is another nation that's got an eye for multinational conquest and expansion. They haven't formally started knocking on Piltover's door, but... they're on the doorstep.

As for the makeup, not sure what you mean by that. What kind of people live on Runeterra?
