The dead here have had their souls severed from their bodies. Some of them... I can't sense their spirits at all, and with the undead, the souls are outside their bodies, and tethered to them. That's why.... it's all so messed up.
I've talked to several spirits, and they say a tall, lanky man with brown-ish hair did this to them. We need to find this person and stop them.
Does anyone have any information?

The state of the shambling ghouls are a bit more expected, though typically the lingering aether of the deceased is what gives cause to the bodily animations, errant leftover impulses from their previous lives spurring them to action and what not. That the souls linger as though shackled is... odd. Though perhaps the lack of a proper Underworld is also to blame.
[He lets out a breath that's more like a punctuating sigh.]
As for the person, finding him is paramount. I should like to have words with him.

I, um, don't know what aether is... but I don't think there's a lack of an afterlife here. My friend Tristan was able to send a soul along peacefully with an item they have.

Mr. Dion and I are going to try to the top of the games tower to find him. You can come with us if you want.... but, um, just be warned that the tower neutralizes all powers, and if you get caught you can end up in the games. I've been through them already, so I can help, but....

However, I would suggest you do not mistake one releasing the souls from their shackles for there being a true Underworld present in any immediate vicinity. I would feel its flow, and I decidedly do not. Souls are capable of traveling amongst the sea of stars, however, and so they may find their proper rest elsewhere still, with your friend's initial guidance.
[A lonely journey it will prove to be for them, but better than being shackled to their corporeal and rotting forms...]
I am not overly concerned over the contrivances of these games, I am not wont to falling victim to that which plagues you infinitely more fragile beings. Though I may take a different approach to you and the young dragon.

But yes, we should remain in correspondence, and not merely for the sake of the task at hand. I am rather intrigued that one of your... short-lived nature is quite so keen when it comes to souls. I have not observed such ability among your kind while being here, and so consider my curiousity piqued.

[Luffy's Observation Haki let him sense the spirits, allowed him to see that things weren't quite right. But that didn't mean he could actually converse with them. Which was unnerving when several of them had the faces of people he knew, people he cared about.]
