Given the circumstances, it seems prudent to establish a safety net of sorts for those who may require it. Hawkeye had offered Bishop Publishing to 'capes', teens, and early twenties individuals; Accelerator and I are offering Ramsey Farm as a safe space for those who are fifteen years of age or younger. There will be one adult present, Willa Lisieux, and no others will be allowed on the premises.
This is meant to be a safe space for all of the youth who have found themselves here, regardless of their status.

There's a lot to criticize about it, his methodology and shit he wouldn't have thought of in the 1950s when he came up with the theory, but I'm not gonna get into that. The gist is that every person has a bunch of needs in order to have a safe, stable and healthy life. Basically, this is the shit you need to be thinking about for a better life, since you can have that around here. It starts with physiological needs like food and shelter, then safety, then interpersonal needs and having a social structure, then self-respect and respect from other people, and at the end is self-actualization, being the best person you can be.
So 'Not worrying about dying' is the bare-fucking-minimum of it all. You can use the place for food if you don't want to go to the convenience store or whatever, or a place where you feel safe, or somewhere to talk to other kids.
[That last one is something he had to consider for Last Order. Socialization at a young age is very important, and Laura needs to have friends her age.]

Every kid in my city is registered at a school. In exchange for becoming an esper they get an education that's decades ahead of the rest of the world.
[That's how it's supposed to work, anyways, and once he's cleaned the city up that's how it will work.]
