Do adults in your world do that? Mine has armies of 18- and 19-year olds; modern warfare is built on the backs of teenagers. Not to mention an entire super-squad called the Teen Titans.

Did you steal the games from the basement of the apartment building?

I was part of a team of teens who joined together to be superheroes
the adults didn't think we should have been out there doing it
we proved them wrong but it can still be a thing at times

Hang on. I didn't say adults were "bad". It's a common flaw. Good people have flaws all the time, and bad people are just as capable of accurately judging teenagers as good ones.

My world considers 18 adult, and teenaged superheroes aren't child soldiers.

They're not. Child soldiers are forcibly compelled, often kidnapped, and have no alternative other to assimilate to the cause. Superheroes are better than that.

I think the news coverage of superheroes is enough to influence anyone, but it’s not the same as aggressive influencing.

Distinctions without a real difference in the end.
Just instead of fatigues they've got tights.
