It's all about time, and place.
Time and place determine everything. Silco and Vander's first attempt at a revolution came too early for Piltover to see how sick their treatment of the undercity had become. Their first attempt started all of it. Would he have ever been as fully committed had he been without the fallout from it?
Would they be able to do something good, had they been able to wait? Or had it always needed the strength they found from Shimmer? Had they needed a genius like Jinx, a firebrand like Vi, Silco's careful plans, Sevika's muscle, and yes, Jacye and Viktor's Hextech to make it work? Would there have been a reality where it could have all intersected just right?
Maybe. But that wasn't their world, was it? ]
